
Dohatec New Media proudly participated in the 19th International Conference on Information Technology and Applications (ICITA 2025) in Oslo, Norway, where its research team presented a paper titled “Factors Influencing the Tender Award Process of e-Government Procurement (e-GP): The Case of Bangladesh.” The conference brought together over 76 authors presenting 20 papers from at least 17 countries, reflecting a highly international mix of scholars and industry experts. Research themes at the event spanned a wide range of disciplines, with AI and machine learning comprising more than half of the studies, alongside important contributions in healthcare technology, education technology, information security, IoT, digital governance, and e-commerce analytics—underscoring the global span and innovation showcased at ICITA 2025.
The paper, authored by Dr. Qazi Mahdia Ghyas, Taslima Akter, and Md. Masudur Rahaman, examines how Bangladesh’s e-Government Procurement (e-GP) system operates and identifies key factors influencing the tender-awarding process. Developed and maintained by Dohatec New Media under the guidance of the Bangladesh Public Procurement Authority (BPPA), the e-GP platform has become a cornerstone of Bangladesh’s digital governance reforms—enhancing transparency, accountability, and efficiency in public procurement.
Driven by a strong interest in digital governance and data-driven policy analysis, the Dohatec researchers analyzed publicly available official BPPA performance data spanning 2015–2022. Using a newly designed KPI-based linear regression model, the study evaluated how factors such as tender evaluation time, report approval duration, delivery schedule, and completion rate influence procurement outcomes.

“We had to work with official secondary data, but its reliability still produced strong and valid results,” said Dr. Mahdia.
The resulting regression model demonstrated high statistical significance and predictive power, confirming that selected performance indicators are strong predictors of tender award outcomes. According to the researchers, the framework can be applied beyond Bangladesh—offering policymakers worldwide a practical analytical tool to assess and improve e-procurement systems. They further note that future studies incorporating recent datasets and advanced statistical methods could provide even deeper insights into the evolving performance of e-GP.
